If you paid the ransom, and your decrypter / key doesn't work, you may have to contact the extortionists for help. You could put the decrypter in it's own directory, run it as administrator, and TEMPORARILY deactivate your AV. There is never a guarantee that the decrypter received from the extortionists will work - sometimes victims get nothing, not even a response after paying. .
