Upon investigation, I found that the Windows Event log service was also the interface is unknown 1717 shutdown not started. Attempt to start the service would fail with error Access is Denied. So, I used Process Monitor (Procmon.exe), ran https://community.spiceworks.com/topic/335031-dns-and-the-event-log-will-not-start it and reproduced the issue with Windows event log service again. The Local Service account did not have Write privilege on folder C:\Windows\System32\winevt\Logs Granted Local Service account Write privilege on the above mentioned folder. Started the Event log service successfully and started http://winplat.net/2013/12/23/dns-server-service-failure-the-interface-is-unknown/ the DNS service successfully. After comparing registry key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Eventlog, I discovered that event log were logging into a missing directory, I created them again and then restarted Event Log Service and everything works fine.
